Following a summer marked by the crisis in the Strait of Hormuz, China’s opening of the first commercial shipping route through the Arctic, and extreme weather events that serve as a reminder of just how pressing the issues surrounding ‘water’ are, the Council of State is today publishing its 2026 annual study on the sea, based on nearly 300 hearings and field visits that enabled it to hear from the maritime community in all its diversity (central government departments, public bodies, public and private companies, trade unions and professional organisations, NGOs, and local, national and European elected representatives).
In this study, the Council of State identifies a lack of coherence in France’s maritime public policies and sets out 28 concrete proposals, aimed at public decision-makers, to provide France with a genuine maritime strategy.
